Qatar Petroleum (QP) is a state-owned public corporation established by Emiri Decree No. 10 in 1974. It is responsible for all phases of the oil and gas industry in the State of Qatar.

The principal activities of QP, its subsidiaries and joint ventures are the exploration, production, local and international sale of crude oil, natural gas and gas liquids, refined products, synthetic fuels, petrochemicals, fuel additives, fertilizers, liquefied natural gas (LNG), steel and aluminium.


QP’s strategy of conducting hydrocarbon exploration and development is through Exploration and Production Sharing Agreements (EPSA) and Development and Production Sharing Agreements (DPSA) concluded with major international oil and gas companies.

Key Responsibilities

• Promote an incident free environment through establishing and maintaining a strong safety culture
• Act as offshore Senior Electrical Authority
• Be Responsible to the OIM for all matters of Electrical Safety on the installation.
• Fully conversant with Electrical Safety rules and Isolation procedures
• Responsible for control of all work on electrical equipment carried out by competent and authorised electrical persons.
• Control and operation of main and emergency power generation, electrical operation, switching, Planned Maintenance, fault diagnosis and corrective maintenance and installation of electrical equipment
• Development and authorisation of reporting Electrical Staff
• Writing and approving safe written systems of work for all electrical switching and isolation.
• Contribute to the development and execution of safe work processes, operating procedures and guidelines to ensure process safety, operational safety and plant integrity
• Organize and supervise the activities and work of junior staff to ensure compliance to relevant health, safety (occupational & process) and environmental excellence procedures and controls within area of responsibility to guarantee employee safety, legislative compliance and a responsible environmental attitude
• Participate as part of the Platform Emergency Response Contingency Plan as per duty roster
• Ensure maintenance management standards and processes are followed to ensure thorough planning and preparation of Electrical Corrective and Preventive work flows.
• Assist in identifying opportunities and initiatives that enables maximum production output within the parameters of environmental compliance and process safety
• Provide IRM Supervisor with regular reports on performance and results, and to be held accountable for area of responsibility
• Ensure electrical maintenance activities on the offshore facilities within his area fully comply with procedures including permit to work
• Ensure corrective jobs are initiated when defects have been identified
• Co-ordinate with production personnel for start-up and shut down of electrical equipment
• Supervise activities of electrical vendors offshore
• Develop the technical crew with special focus on process safety, optimization and maintaining good onshore practices and knowledge to company procedures and guidelines
• Guide and support junior staff in the execution of their day-to-day responsibilities and help create a learning environment
• Uphold and role-model MOQ's core values and leadership behaviors
• Actively promote and participate in daily collaboration, communication and coordination between offshore and onshore.

Who we are looking for

• Conversant with Electrical Safety Regulations
• Thorough knowledge in installation, operation and maintenance of Offshore Electrical equipment
• Detailed knowledge of HV/LV Equipment and distribution systems
• Experience in maintaining and inspecting Ex Equipment; preferably CompEx Certified
• Demonstrable fault finding capability for electrical systems and equipment
• Detailed knowledge of UPS & Battery Charger systems
• Experience in working with general electrical control systems, including AVRs, UPS, PLC, HV and LV motors and relevant control/ protection systems
• Relevant Electrical Qualification and Experience
• Minimum 6 years of experience preferably in the oil / gas exploration, petrochemical or refining or oil / gas exploration preferably with at least 2 years as Electrical Offshore Authority/REP
• Strong electrical maintenance experience in an upstream oil and gas installation operating high voltage power generation and distribution system

Reporting to the Group Leader Electrical, you will be responsible for providing engineering support ensuring safe, cost effective designs are being produced for project delivery.
Core Accountabilities
  • Demonstrate an overriding commitment to health, safety, environmental responsibility.
  • Assume overall responsibility for technical accuracy and quality of engineering deliverables for all assigned projects. Manage all phases of preparation, review and finalization of engineering activities with necessary support to project for procurement, sub-contracting, and construction queries.
  • Assist the Electrical Group Leader in the management of day to day activities / project deliverables.
  • Prepare Scope of Work (SOW), Work demarcation table, Work Schedule and Man-hour Estimation and coordinate review of same with Electrical Group Leader.
  • Coordinate the development of the design of individual RFS and Work Order.
  • Prepares the execution plan for electrical design and engineering of assigned projects.
  • Supervise Senior Engineer, Electrical Engineer, Junior Electrical Engineer and Designer for executing the above mentioned activities to implement without fail in terms of quality and schedule.
  • Check and review engineering deliverables.
  • Prepares critical engineering deliverables.
  • Prepare Individual Design Plan at start of project.
  • Attend QA Audit for concerned projects.
  • Prepare corrective action for CAR (Corrective Action Request).
  • Ensure that LL (Lessons Learned) are contributed from all projects to central database.
  • Responsible for execution of project (schedule & quality of design).
  • Work execution based on PEP and IDP.
  • Monitor and control design change, and prepare the report.
  • Maintain, control and monitor Electrical Quality Assurance System based on CAEL quality system.
  • Implementation, monitoring and control of ISMS as per CAEL Information Security Manual.
  • Report ISMS violations to Electrical Group Leader.
  • Reports project engineering progress, participate in meetings with Client, Subcontractor and Vendor.
  • Support project controls, procurement, project and construction management teams on engineering issues for assigned projects.
Qualifications:
  • Bachelor degree/technical qualifications in Electrical engineering discipline are essential.
  • Knowledge and specifications of latest design engineering and analytical techniques and software is essential.
  • Registered Engineer with valid Professional certification is preferable.
Experience & Technical Competencies:
  • The ideal candidate will demonstrate broad experience in Oil & Gas & Energy Brownfield and Greenfield facilities, preferably with EPCM contractors. Middle East experience on similar projects would be an advantage.
  • Demonstrated success in past project involvement and technical delivery of small to medium size projects.
  • Proven ability to influence and mentor others in safety principles and behaviours.
  • Demonstrated high order interpersonal skills and the ability to operate within a multinational environment, with wide exposure to various cultures and customs.
  • Excellent communication skills (both written & verbal) with ability to interact across multiple disciplines.
  • Demonstrated ability to influence and motivate others with regard to continuous improvement.
  • A high level of computer literacy.
