Project Management Specialist (Temporary) - College of the North Atlantic - Qatar

Reporting to the Manager, of Strategic Planning and Quality Assurance, the Project Management Specialist must be a proven leader with the skills and expertise necessary to support the Institutional Excellence Department in fully implementing the College’s mission and vision.

Duties & Responsibilities:    

The Project Management Specialist is a key position enabling the successful delivery of transformation projects and the realization of benefits and transformational change throughout CNA-Q’s operations, including the comprehensive College Transformation Project initiated by the Board of Trustees intended to transform CNA-Q into an aspired world class national technical and vocational institution.

This position requires an energetic and enthusiastic leader, who will provide collaborative leadership and guidance in direct support of the CNA-Q Transformation Project, ensuring that a portfolio of projects throughout the institution are appropriately managed, aligned with the overall strategic objectives, and delivered on time and on budget.

Candidates should have an outstanding record of Project Management experience or a related field, and possess the qualifications necessary to be successful in the role of Project Management Specialist. The successful candidate is responsible to work collaboratively with leaders to establish and manage a distributed project management structure and will develop and implement project governance tools, templates, and guidelines. The candidate will also coordinate the submission of project proposals, prioritization and selection.

The successful candidate will develop relationships with departmental Project Owners and key stakeholders in order to determine capacity and required resources. The candidate will also lead the selection, implementation, and management of an institutional Portfolio Project Management methodology and supporting technology platforms.

The Project Management Specialist will provide training to Project Owners and functional unit members related to project and portfolio management and will provide regular management reporting on the status of projects. The successful candidate will Identify risks and recommend mitigation strategies to inform executive decision-making and will ensure effective communication with departmental Project Owners, functional unit members, and other stakeholders.

The successful candidate will engage with departments to evaluate proposed and ongoing projects based on value, risk, effort, cost and strategic alignment and will work with key stakeholders to assess and track financial impact of all project work. The candidate will lead the effective and efficient delivery of large-scale strategic projects, including scope, schedule, cost, risk, resources, and quality.

The Project Management Specialist will also leverage business and technical knowledge to ensure appropriate review and quality validation occurs for deliverables.
