Ø Assist the Finance and Administrations Manager to share the responsibility for overall management and delivery of the Finance and Admin Department’s Strategic and business plan.
Ø In cooperation with the Finance and Administrations Manager, draft, monitor and assess the strategic and business plan for the department.
Ø Assess options for coordinating the activities, procedures and systems so as to promote common policies and practices.
Ø Maintain day-to-day financial control of all expenditure to ensure that all departments stay within budget.
Ø Ensure that all finances are properly administered and monitored, including petty cash.
Ø Oversee, monitor, and advise on the proper allocation of resources.
Ø Ensure that appropriate financial regulations and controls are in place and in use at all times.
Ø Prepare and review detailed annual budgets to be presented to the Board of Directors for approval.
Ø Provide ROTA Director, ROTA Managers and Heads regular financial reports to a proper YTD expenditure of line items, be ready to bring forth and explain any variations from budgets.
Ø Ensure that all financial reporting obligations are met in relation to submissions for funding, for contracts and any other initiatives.
Ø Act as signatory for all transaction within his/her limit.
Ø Attend all staff meeting, and any other finance related meeting with QF as well as any other entity.
Ø Advise the ROTA Director, managers, Heads and the rest of ROTA staff on financial, issues and process in a way that will in ROTA’s best interest.
Ø Maintain an awareness of organizational and technological developments and ensure that all departments within ROTA operates in ways which make best possible use of the resources available.
Ø Develop the organization’s funding base to secure present and future service delivery.
Ø Liaise and negotiate, as appropriate, with the funding authority and other funding sources on future service delivery initiatives and developments in conjunction with the ROTA’s Director and the Finance and Administrations Manager.
Ø Maintain appropriate relations with fall stakeholders and provided the needed reports as to ensure compliance with the financial terms and conditions of all contracts.
Ø Work with Supervisor to Identify and implement training opportunities for the ROTA’s Finance department team.
Ø Ensure effective procurement processes
Manage the relation with QF procurement and ensure compliance with QF procurement policies and procedures.
Ø Advise departments on purchasing/procurement policies and procedures and provides vendor sources.
Ø Manage and prepare for audits as per QF policies and procedures.
Ø Coordinate purchasing activities with other internal and external departments.
Ø Familiarize, understand and implement QF health, safety, and environment policy, procedures, legal regulations and objectives applicable to areas of responsibility.
Ø Ensures coordination with HSE department in implementing, monitoring and reviewing of HSE performance to ensure work under his/her control is performed in a safe, healthy and environmentally sound manner.
