1. Plans, coordinates & supervises the activities of assigned personnel. Performs supervisory functions at the Division level as established by management.
2. Develops & supervises the administration of comprehensive compensation programs for personnel, including salaries, benefits, job evaluation and incentive compensation which are competitive with the market.
3. Coordinates and supervises all recruitment activities to ensure sufficient staffing of qualified employees to meet operating needs. Approves employee’s contracts. Approves contracts with outside specialist, within established delegation.
4. Advises all levels of management on corporate personnel policies & programs to meet corporate objectives & ensures proper interpretation & administration through-out the organization. Reviews, develops & updates personnel policies and procedures to conform to legislation. Anticipates, best practices to remain relevant to the group needs.
5. Leads and organizes the performance development activities through establishing procedures & guidelines for the periodic appraisal of employee’s performance & coordinates all appraisal activities to ensure that all employees are assessed with the maximum possible objectivity.
6. Approves various staff actions such as hiring, transfer, promotions, termination. Etc.. Authorizes payments of Indemnity, overtime, traveling expenses, living expenses & other fringe benefits to foreign & local staff in accordance with incumbents’ terms of contract & in line with company policy.
7. Coordinates with the other Division Heads for the establishment and implementation of long range programs in the area of manpower and organization planning to facilitate the growth & operating capacity of the Group.
8. Counsels with management on Human Resources activities and labor issues. Acts as arbitrator between the staff and top management which include screening employees complaints & grievances, and providing counseling and solving their problems either on his own discretion through coordination with top management, as appropriate.
9. Other job- related duties as assigned.
