Job Objective


  • Develop and manage the implementation of recruitment activities including developing recruitment and on-boarding plan from manpower plan, resource planning, sourcing internal and external candidates, candidate selection, and new hires’ on-boarding; ensuring timely placements for maintaining optimal business continuity and improved organizational effectiveness across all levels of the company and responsible to support Qatarization.

Key Roles & Responsibilities
Functional management
• Ensure effective relationship with HR Business Partner(s) and department heads; advise hiring managers on job descriptions, competencies, and recruitment approach, selection methods as and when required.
• Facilitate key recruitment activities for each vacant position: review and update key recruitment material such as JD and job ads, sourcing, interviewing and shortlisting candidates, interviews and assessment forms, discussions leading up to offer decision.
• Develop and update fit for purpose recruitment and related processes, aligned with company's set policies, standards, and procedures. Ensure auditability of each process, and be responsible for ensuring no non-compliances.
• Ensure consistent application of competency-based Assessment tools; provide guidance on interpretation of results, especially as it related to job requirement and comparison of candidates.
Team Management & Development
• Manage and guide the recruitment team in meeting recruitment targets by closely following up on active vacancies, having optimal recruitment strategy in place to ensure quality and timely closure of position. Manage escalation from and to the business.
• Guide recruiters to ensure effective pre-on-boarding (documentation and immigration stage), and on-boarding of new hires.
• Coach subordinates, identify their training and career development, recommend training courses and follow-up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism;
Employment Offer
• Coordinate with compensation & benefits team to prepare potential financial package (and options); review package options with HR BP and Business; discuss and finalize package with candidate, directly or through recruiters.
• Review drafts of employment offer letters and contracts for selected candidates and ensure all recruitment policies and procedures are adhered to.
External agency management
• Drive direct sourcing, and also maintain professional relationships with external sources of recruitment of Professional staff (such as recruitment search firms, colleges, and other specialized sources) in order to source potential candidates for vacancies.
• Manage contracts with approved local and overseas recruitment agencies for supply of Production manpower. Ensure all legal and contractual documentation is place for each agency.
• Ensure that membership of recruitment portals are maintained in order to have access to a ready pool of qualified candidates to fill relevant vacancies as and when required
Systems and Reporting
• Coordinate with HRMS team to ensure optimal recruitment systems are in place in order to minimize HR efforts exerted and recruiting cycle time. Continuously improve processes, and be responsible for audit clearance
• Ensure recruitment tracker is maintained, and root cause analysis is conducted. Review and evaluate the effectiveness of recruitment and resourcing programs, course correct where needed. Provide regular updates to HR BP and Business.
Compliance and audit
• Support internal and external audits of assigned area of responsibility; lead closure of negative observations, minor/major non compliances
• Ensure operations/work processes occur in accordance with all relevant legal, regulatory, and any other standards and requirements to which compliance is required
• Ensure the health and safety of all employees and the protection of the environment for all sites/work premises under their control
• Perform other job-related duties as assigned.
