Parsons will provide a Subject Matter Expert with a Mechanical, Electrical, HVAC TAB and HVAC Commissioning and Plumbing (MEP) background in support of a Program in Qatar. Support services may include, but are not limited to:
Preparing, updating and maintaining briefings, status reports, meeting minutes and action item tracking on all commissioning related meetings, to include; fire protection and alarms, mechanical electrical and plumbing (MEP), HVAC, building management systems (BMS), and controls.
Witnessing HVAC TAB, commissioning readings and plumbing functional and operational testing.
Advising on commissioning issues with proposed options and recommended actions
Identifying, tracking and facilitating resolution of issues related to commissioning, fire protection and alarms, BMS, controls, and MEP works.
Assisting the Area Engineer and field staff as SME with submittal reviews and site reviews/visits.
Attending and witnessing all preliminary and final acceptance testing for TAB, Commissioning, Plumbing and Fire Protection systems.
Verifying and witnessing all required MEP performance verification tests.
Assisting the field staff in developing and reviewing scopes of work for changes involved in commissioning, controls and mechanical and plumbing works.
Coordinating and scheduling of HVAC Commissioning, HVAC TAB including DALT works and plumbing functional meetings at the request of the Area Engineer and in conjunction with the field offices and construction contractors, and 3rd party agents
Monitoring the overall process and procedures.
The general order of selected HVAC procedures will be as follows:
o Functional performance test (FPT), led by the construction contractors technical commissioning specialist and witnessed by the SME.
o Control loop stability and accuracy tests, performed by the controls contractor, from the performance verification tests.
o Endurance tests as may be required by the construction specifications
o SME reviews control loop stability and accuracy trend graphs and endurance test report including point to point verification.
o SME witnesses performance verification tests.
o SME witnesses the TAB field acceptance tests for season one.
o Beneficial occupancy acceptance,
o SME witnesses TAB field acceptance tests for season two (if under task order at the time).
o Warranty inspection attended by technical commissioning specialists (if under task order at the time).
