POSITION SUMMARY
The Procurement Manager will be responsible for managing and implementing the procurement strategy and policy, conducting and with involvement in all major commercial negotiations and buying decisions and monitoring agreement across the scheme are essential and obligatory. He must develop the procurement strategy as well as conducting reviews of supporting policies that underpin the business objectives and ensure they are in accordance with best commercial practice.
ESSENTIAL DUTIES:
1. Responsible to ensure that the needs of the company met in a manner compliant with
procurement policy and best commercial practice, it is important in ensuring compliance with best procurement practice, consistent with certain legislation and obligations.
2. Responsible to ensure that tendering and negotiating processes provide best value for the
company, as well as ensuring that a consistent professional approach to procurement and supplier and contract management is practiced throughout the organization, apart from managing the ongoing development of the profile of procurement across the organization.
3. Purchases goods and services within established limits as provided by the Division of Purchases and/ or Budget Purchase.
4. Contacts suppliers for price quotes; prepares requisitions and affixes authorizing signature before ordering and checks accuracy of funding
information.
5. Contacts vendors to obtain availability and product characteristic information or to solicit bids; develops requests for quotations; and confers
with vendors concerning new products, damaged goods, delayed payments or related information.
6. Evaluates vendor bid responses and compares vendor quotations with product specifications; documents discrepancies and obtains detailed
justification for recommendation of awards to other than the lowest bidder.
7. Maintains contacts with vendors and their representatives; researches a variety of goods and services to determine availability and
characteristics of commodities and services.
8. Meets with department/division heads and other concern staff or employees
to discuss requirements, recommend substitutes and forecast organization needs.
9. Provides assistance and consultation to staff preparing requisitions for special items; prepares specifications for equipment that is not on state contract; requisitions goods and services from available statewide contract to meet agency needs.
10. To provide professional advice and information on procurement matters to the appropriate
departments and/or division’s including advice on contracts and procurement procedures.
11. To manage the Procurement Department’s or Unit’s Program, helping to deliver improved procurement processes in the partnership through the application of the set rules and regulations and policies.
12. To provide reports as requested by the direct manager on procurement activity, savings and achievements.
13. To ensure that savings and targets are met by directing contract compliance, sourcing timetables and identifying new opportunities to improve and rationalize corporate procurement to achieve customer’s corporate objectives.
14. Prepare accurate savings analysis and reporting procedures to ensure that direct
manager has access to realistic savings figures to inform company budget processes and efficiency reviews.
