Job Summary


Communications Officers have a number of roles in the EMS Communications Center. Firstly, they are responsible for processing incoming requests for emergency or non-emergency response from members of the public, other public safety agencies and colleagues in health care facilities. Secondly, they are responsible for identifying and dispatching the appropriate EMS resources to these patients.


To fulfill these responsibilities they use sophisticated technologies such as computer-aided dispatch software, automatic vehicle location systems, telephone and radio communication and data transmission.


Finally, Communications Officers are responsible for coordinating the delivery of EMS by liaising between deployed ambulances and rapid response vehicles, aeromedical services, supervisors and managers and outsideagencies in the course of routine delivery of services and in the context of major incidents and disasters.


Accountabilities:


1. To take responsibility for receipt of calls for emergency and non-emergency EMS assistance from members of the public, members of other public safety agencies and colleagues in health care facilities.
2. To identify key information such as patient details, address and clinical condition from callers and record these in the computer-aided dispatch system.
3. To use algorithmic, clinical questioning to triage incoming calls to identify the appropriate response to allocate to the call.
4. To use technologies such as GIS mapping systems and automatic vehicle location systems to help identify patients’ geographic location and identify the most appropriate EMS resource to deploy.
5. To communicate patient details to mobile EMS resources in a clear and concise manner using voice communication by phone and radio, or data transmission.
6. To coordinate EMS resources in their geographic area of responsibility to ensure efficient distribution in compliance with established Service Delivery Plans.
7. To ensure that supervisors and managers are apprised of significant events in compliance with Standard Operating Procedure.
8. To liaise with partner agencies to ensure the coordinated delivery of emergency medical care to ill or injured patients.
9. To contribute to the development and implementation of service-wide policies and procedures, and those applicable to their area of responsibility alone, in collaboration with colleagues in other departments within EMS and HMC.
10. Within their area of responsibility, to ensure the timely investigation and response to complaints and queries in collaboration with colleagues in other departments within EMS and HMC.
11. Within their area of responsibility, to monitor and improve compliance with EMS and HMC corporate policies and procedures.
12. To ensure that their area of responsibility is compliant with accreditation schemes identified by HMC, including, but not limited to, Joint Commission International (JCI).
13. To deputize for the Operations Supervisor when required.
14. To accept responsibility for own personal and professional development and undertake such programmes as required.
